I was on MetaDraco's castle i was about to go in the resturant on floor 3. When i pressed E,Instead of going in the door i teleported back to bastion ( at MetaDraco's telepad )

The restaurant is directly above the telepad, and I believe that telepads will work no matter what floor your on.

For now yes that is correct. if you are under or above a telepad regardless of whats between you will trigger it. unless its abbove 1k z axis. then nothing works.
this also applies for anything that has an activation.
