Insure you have admin privileges on your computer, also insure your network doesn't have a proxy (Proxy: need a username and password for the network to take you to desired webpage/internet accessing program)

I'm sort of having the same problem except I'm on a campus, and I tried turning off the firewall, but most the time I get the error that it couldn't connect to the host

If you network needs a proxy, check out these steps for AESU. MOI doesn't have proxy support, but the next upload will have offline mode.
