So i was in need of help one day so i asked meep42 (the only mod ingame at the time) to tp to me. i had just died and was at root when he tped to me. when he tped to me i could see him even though root is instanced. i'm not sure if this is a bug or not since as soon as he arrived i teleported to the destination i actually needed help at.

When a mod teleports, they teleport into your instance.
You can check it using /loc
Your world will be like "=-94583" and so will Meep's.

I think it's not a bug because meep didn't go though the instancing process. You need to type /root to be instanced, and that's why you can see people that skydive into root, same principle with meep teleporting to you. I think this is the case.
it isn't just /root. if you do /tele root or link pad to it you still get instanced.
