So... if it's music you want. Look up Midi.

Midi is a way to create music on your computer. It doesn't sound pretty but it should be a good place to start learning how to compose music. My guitarist friend used a lot of midi to learn to play music from since you can find and download midi versions of songs then learn the notes and how to play them with an instrument. Then when he was ready he bought himself some music software and now he's producing his own stuff. That's how artists tend to go about these things though. Start small time, learn your craft, and build upon it.

here is a list of midi software, some of them are freeware, look up the freeware ones and see if any of them can compose midi. If so then that's probably the best place for you to start learning. Otherwise I would suggest getting some instruments. But instruments tend to be expensive and take a lot of practice and patience to learn, which usually takes a lot of time.

If it's pixel art you want to make. Then go with Paint, every computer has it. (every comp CAN play Midi too btw). While Photoshop is designed to help people on a pro level, it is EXPENSIVE and NOT freeware... You could always look into free art based programmes and how to use them though, google a little, we don't know everything there is available on the internet after all.

Can Midi make dubstep?

Did you even read the Wikipedia article?
MIDI is not a thing that you make sound with, it's a standard.

MIDI (/ˈmɪdi/; short for Musical Instrument Digital Interface) is a technical standard that describes a protocol, digital interface and connectors and allows a wide variety of electronic musical instruments, computers and other related devices to connect and communicate with one another.[1] A single MIDI link can carry up to sixteen channels of information, each of which can be routed to a separate device.

MIDI carries event messages that specify notation, pitch and velocity, control signals for parameters such as volume, vibrato, audio panning, cues, and clock signals that set and synchronize tempo between multiple devices. These messages are sent to other devices where they control sound generation and other features. This data can also be recorded into a hardware or software device called a sequencer, which can be used to edit the data and to play it back at a later time.[2]:4

I don't know anything about making music, but that's just what I got from that article.

If it wasn't clear to me from the start is that you don't understand how much effort being creative takes and how much you have to learn before you can begin.

It's like you haven't even learnt to walk and you want to run. You need to put a lot of practice and patience and hard work into it. You wont just get a simple app that lets you be as creative as those artists out there that are creating art for a living. Its not as easy as that even for these lower grades of music such as Dubstep or rap. Heck I WISH I could land a job as an artist myself but my skills so far seem incapable of even landing an interview for the companies I've been looking at around my town area this year.

What I offered you is probably one of the SIMPLEST ways to start, with a Midi composer you wouldn't even NEED to buy a bunch of expensive musical gear. But if you can't understand or even bother to look up what any of that stuff is about then its clear you are just too immature to make a start at being creative. Wait until you've grown up and these things make more sense to you perhaps.

I don't mean to sound like an ass about this and put you down. If you truly are a creative genius, you wouldn't be slowed down, you'll find a way to create what you want regardless, but you CAN'T approach these things half hearted and go "aww its too complicated Ima give up", those who are truly creative are dedicated, sometimes even slaves to their muses. It's never an easy walk in the park and you will be competing with others to simply make your work noticed, very often only to have others rip it apart in front of your eyes simply because they didn't like it. Doing creative things is probably not for you.

I've discovered Music Maker Jam and want to upload it here. Any suggestions?

Never heard of it.

Export it as an MP3, wav, raw etc and upload it to anywhere (mega.co.nz, voocaroo, pomf.se, ge.tt) and paste the link.
