Reward block ones: activate any reward block (unobtained or obtained)
GAME OVER: talk to RobbyZ
Draco ones: talk to Draco
Level ones: log on.
I need more info on these kind of achievements.
Unlocking achievements you got the requirements for before the update.

Yes, you can get them. I have them all but "be Developer" and "every reward block"

For the friends one...do you need to add a friend or be added as a friend?
Similar question with the town one...
And the wiki edit one....how did you get that?

Same. It would stink for my OCD if only sim can legitimately get the be developer one.
As for the All Reward Block one, minus Hermit's glitched one (he randomly got it somehow) it's impossible. 74/76 is the most rewards you can get, because Reaver76's untitled reward (he has a second titled reward linked in a quest which IS obtainable) and lildrummerdrew's are just chilling in their pocket universes 
Still doing the hand thing.

I have returned both of these reward blocks to their respective inventories. lildrummerdrew actually had a telepad I could have linked to from somewhere, but the rewardblock was hidden behind spikes, so there was no way to activate it regardless. Anyhow, the achievement should now be completable.

Be the developer is impossible for me. I'm 15 and I couldn't program at 2 years old.

There's a steam profile bit that tells you the amount of games (and the percentage) of games you have gotten every achievement for. If someone played this game they would probably get annoyed because they wouldn't be able to get to 100% anymore.
