if you are at level 3+, the lawyercat quest only fills your EXP bar like 1/40.
higher level players should be able to level up faster

In the future new quests will get added and the amount of exp and level requirements might get changed. The main purpose of the level system was to get players to keep playing longer than 5minutes after joining the game. That and it was one of the things people kept asking for.
